Is there any way to visualize/play a pbn file on a Windows PC? Maybe via browser or pc application?

You could use one of the android emulators to install BjB (http://tinglebytes.com/2014/04/top-5-best-android-emulators-windows-7-8-8-1-touch/) .
It wouldn't be a native windows app for these files and would look like BjB on your mobile. Maybe BjB should consider writing a Windows version for PCs.

You can have a look at the best android emulator for pc http://www.gadgetsupersite.com/android-emulator-for-pc/ (http://www.gadgetsupersite.com/android-emulator-for-pc/) Install any one of the them, and you are good to go.
